NOTICE IS HEREBY GIVEN that the Gulf County Board of County Commissioners will hold a Public Hearing to discuss and consider the adoption of the following ordinance with the following title:

AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN OF GULF COUNTY, FLORIDA BY AND THROUGH PROCEDURES REQUIRED FOR SMALL-SCALE LAND USE MAP AMENDMENT PURSUANT TO AUTHORITY UNDER FLORIDA STATUTE 163.3187 AND FLORIDA STATUTE 125; SPECIFICALLY AMENDING PARCEL ID #03019-000R - SECTION 7, TOWNSHIP 8 SOUTH, RANGE 10 WEST. 43.62 AC, GULF COUNTY, FLORIDA FROM AGRICULTURAL TO RESIDENTIAL; PROVIDING AN EFFECTIVE DATE.

A first reading, introduction and Public Hearing will be held during the Gulf County Board of County Commissioner’s Regular Meeting on Tuesday, March 26, 2024, at 9:00 a.m. (Eastern) and a second and final reading, introduction and Public Hearing will be held on Tuesday, April 23, 2024, to be held in the Donald H. Butler Commissioner Chamber and Meeting Room in the Robert M. Moore Administration Building, Gulf County Courthouse Complex, Port St. Joe, Florida.

All interested persons may appear and be heard with respect to the proposed ordinance. A Public Hearing will be held before the Gulf County Planning and Development Review Board (PDRB) on Monday, March 18, 2024, at 8:45 a.m. EST and thereafter a Public Hearing before the Gulf County Board of County Commissioners (BOCC) meeting on Tuesday, March 26, 2024 at 9:00 a.m. EST. Both Public Hearings will be held in the
Donald H. Butler Commission Chamber located in the Robert M. Moore Administration Building at the Gulf County Courthouse Complex, 1000 Cecil G. Costin Sr. Blvd., in Port St. Joe, Florida. The Public Hearing before the PDRB will be to discuss, review, and submit recommendations to the BOCC on the following:

  1. Comprehensive Plan Amendment- MEETING APPEAL: County initiated amendment to update Chapter 4, Goal 2, Policy 2.1.3 of the Gulf County Comprehensive Plan. The proposed amendment is to extend the Ten-Year Water Supply Planning Work Plan through the year 2034 and amend buffer requirements for Gulf County Freshwater Canal.

STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) FUNDING

Gulf County has committed funding SFY 22-23 in the amount of ($350,000.00) from the State Housing Initiatives Partnership (SHIP) Program to provide Housing Rehabilitation assistance and Purchase Assistance for approved Extremely Low, Very Low-, and Low income, as well as Purchase Assistance for Moderate income single-family housing units throughout the County. Applications for the SHIP Program will be accepted beginning Thursday, February 1st 2023.

Please note: the application process has changed! Interested residents can go online starting Thursday, February 1st, 2023 at www.gulfcounty-fl.gov/county_government/s_h_i_p. to submit a pre-screening and application. The Apalachee Regional Planning Council is committed to accessibility for all applicants. If any resident needs technical assistance or accommodation to apply for assistance, please reach out to staff directly at the contact information below. Eligibility is based on criteria to include, but not limited to: current HUD income limits, FHFC set aside requirements, and project feasibility (e.g. flood zone requirements, condition of property, etc.).

Applications will be received on an on-going basis subject to availability of funding. Only completed applications will be considered on a first come, first served basis, with priority given to veterans and elderly households. Residents that have previously received SHIP or HHRP assistance are ineligible to apply for future assistance.

 GULF COUNTY BOARD OF COUNTY COMMISSIONERS
BEAR WISE FUNDING


Gulf County, in cooperation with Florida Fish and Wildlife Conservation Commission (FWC) and Waste Pro, has developed a plan to install bear resistant clips to existing trash receptacles, in order to reduce human-bear conflicts. The following information is available on this pilot program:

PROJECT DESCRIPTION:

Gulf County will purchase a kit (set of 2 metal gate hasps and installation hardware) to be installed on either side of a regular 96-gallon tote, which will be attached to both the lid and the can. Residents can obtain the kits as follows:

1. Residents can pick them up at Gulf County Grants at 1000 Cecil G Costin Sr Blvd, Port St. Joe, Monday-Thursday from 7:30 a.m. – 5:00 p.m., E.T.

2. Each resident will be required to fill out a form stating their name, address and the number of kits received, along with their signature verifying their correct
information and receipt of the product. (Application)

3. Applications must be returned to Gulf County BOCC, Administration, Attention:
Grants Department, 1000 Cecil G. Costin Sr., Blvd., Room 312, Port St. Joe, FL 32456.
(850)227-2393, Monday-Thursday, 7:00 a.m.-5:30 p.m., E.T.

4. Residents are responsible for installing the equipment on the cans. The procedure on trash day will be that the resident will unlock the can(s) on the morning of trash pickup. This program will only work if everyone works together in order to create a smooth transition.
