RFQ NO 1920-12

PROFESSIONAL CONSULTANT SERVICES FOR DEBRIS REMOVAL

The Gulf County Board of County Commissioners, Gulf County, Florida (the “County”) is seeking professional consultant services for the NRCS EWP Debris Removal Project. The scope of work will include (but not be limited to) surveying, engineering, production of construction drawings, contract administration, and monitoring/inspection services for the debris removal from the waterways within Gulf County.

Miscellaneous provisions
The Gulf County Board of County Commissioners reserves the right to waive minor formalities in any proposal and to accept any proposal which they consider to be in the best public interest and to reject any part of, or any and all proposals. The bid will be awarded on the most qualified consultant and best respondent with the most desirable qualifications in the opinion of the County.
The Gulf County Board of County Commissioner’s decision shall be final and conclusive.
The Board shall have the final decision-making authority concerning any final award to a consultant by the County. Proposals will be evaluated and ranked in order of preference by the Gulf County Administrator and or its delegated staff. The County may also request additional information from consultants that may be necessary to fully evaluate a proposal. The proposals will be evaluated and then submitted with recommendations to the Board of County Commissioners. If only one proposal is received, the County may negotiate in good faith.
All proposals that are timely received shall become the property of the County and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer. Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.

RFQ DEADLINE: Submitted on or before Monday, January 27, 2020 no later than 10:00 AM, E.T. to the Gulf County Clerk of Court at 1000 Cecil G. Costin, Sr., Blvd., Room 149, Port St. Joe, Florida 32456 and will be opened at the same location that date Monday, January 27, 2020 at 11:00 AM (Eastern). RFQ(s) to be evaluated by Gulf County Administration thereafter and recommendations provided to the Gulf County Board of Commissioners at a noticed public meeting scheduled for Tuesday, January 28, 2020 at 9:00 AM (Eastern) in the Donald H. Butler Commission Chamber in the Robert M. Moore Administration Building for any and all authorizations, approval and direction.

LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CLERK’S OFFICE. PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE FIRM OR INDIVIDUAL FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CLERK’S OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.

Proposal submissions must be submitted in a sealed envelope or package, clearly marked with the entity or proposer’s name, address with the name of the proposer, and the RFQ number and title “PROFESSIONAL CONSULTANT SERVICES FOR DEBRIS REMOVAL” to identify the enclosed proposal. Each submittal shall include one (1) original and three (3) copies of the proposal. Proposals received later than the date and time as specified will be rejected. The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.

The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. NOTICE TO RECEIVE SEALED BIDS

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company, or corporation interested in providing the following:

H.H.R.P. REHABILITATION STRATEGY ADMINISTRATION SERVICES

Gulf County has received a portion of the awarded $5,915,000 funding from the Hurricane Housing Recovery Program (H.H.R.P.) Program to provide Housing Rehabilitation Assistance and Purchase Assistance for Disaster Funding Assistance to assist, families affected by Hurricane Michael, for approved Very Low, Low, and Moderate Income single-family housing units throughout the County.

Gulf County is currently accepting applications from Consultants, Organizations, or Individuals that are interested in providing administration of the rehabilitation strategy for County H.H.R.P. Program. Minority and women-owned businesses are encouraged to participate.

Bids are due no later than January 31, 2020 at 4:00 p.m., ET. Proposal submissions must be sealed and marked with the name of the proposer, “SEALED BID”, title “H.H.R.P. DEMOLITION/HAUL OFF/SITE PREPARATION

The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company, or corporation interested in providing the following:

For the turnkey demolition and site preparation of the following location: 424 Catalpa Street, Wewahitchka, Florida. Total building size is 1,464 sf. Demolition will include hauling off of all materials. Site preparation for a mobile home (14’ x 60’). All utilities will need to be located and marked so that they are located after demolition. Price must include dirt, hauling, and mobile home pad needed for the new home.

Bids are due no later than January 24, 2020 at 4:00 p.m., ET. Proposal submissions must be sealed and marked with the name of the proposer, “SEALED BID”, title “Demolition/Site Preparation”, and Bid #1920-10 to the Gulf County Clerk of Court, 1000 Cecil G.
